Can you stop and restart the managers from OAM? I've
seen this issue once. You can't start the managers
from $APPLCSF/scripts or w/i the forms but you can w/i
OAM. This happened after an upgrade. For some unknown
reasons, once it started in OAM, the problem went
away.
