Is backup an option in your case?
If not you can try to use the following command:
adrelink.sh force=y "ad adpatch"
(exact syntax is abailable in Oracle Applications Maintenance Utilities book).
The third option for you is to reinstall everything as if you don't
have a backup this environment is not that important for your business
