You should try to distill your ideas down, Craig, so you don't get lost in
the rhetoric. Permitting DPI means users aren't "opting in." Permitting the

The proposed rule is that customers can opt out from data collection and sale.
That would include both shallow and deep inspection.
This, of course, is also predicated on your understanding that end to end
encryption is typically NOT a decision the user can make.
This is clearly not true. There are many fully encrypted solutions.
There are reports that Apple will soon encrypt everything in iCloud so they
even they can or access it, as is the case now for many iOS apps like iMessage.
