This why I called the ATSC DTV process a scam:

No sooner had broadcasters completed the DTV Transition, at a cost of many millions, the same groups who controlled this ATSC process begin devising plans to divert the broadcast spectrum to non broadcast purposes. This, of course, is all about profits; develop new wireless services and new customer demand for it's new devices and subscription services. To support this venture, broadcasters will be required to reinvest more millions to obtain reduced spectrum and offer degraded services on a single frequency network system.

Question: how many times can they milk the same cow?
