To add some fuel to the discussion..

The TiVo triggers are buried within the normal Closed Caption (CC1)
stream as 'pages' coded NOT to display on the screen.  This means you
can't just delete CC2 (or some other EIA-608 service) to kill the
triggers.  The TiVo units look for the 'do not display' instruction then
the 'code' of the 'spot' to insert over the broadcast program stream.

I have also had one report that some of these substitution spot are
longer than the spot that triggered the substitution to be covered.  For
example a two minute spot is covering the entire commercial pod, not
just the spot that triggered the substitution to start.

Apparently one cable network group has purchased caption 'grooming'
equipment to filter out the TiVo triggers on their networks.
