Since it will be an incentive auction, nobody knows how much spectrum will be reclaimed. The target is 120 MHz, but most consider that to be very optimistic. However, whatever spectrum is reclaimed, it will be from the top (channel 51) and down. If the whole 120 MHz happens, then channels 32 through 51 will be reallocated.
