This is great! The cable companies say, "Oh yeah? You
telcos do IPTV? So can we!"

Indeed they can. It changes very little though. It does
allow PC users connected to Time Warner broadband to
watch TV immediately, without having to buy a TV card,
but other than that, it's exactly the same walled garden
as before.

They could also change all of their TV streaming from
broadcast to IP, but that would entail more expense,
for a given number of program channels. Just as a
previous article pointed out. And notice the longer
switching delays. The more those are shortened, the
more similar the IPTV system ends up being to the
broadcast system they already have.
