Yes, minorities need to be protected from the future.  "How will the future
affect black people?  How will the future affect Latinos? The most important
thing is to protect them from the future."

What they're talking about here is giving everyone of color who does not
subscribe to cable (or who wants to leave cable) a $150 (retail price)
tuner.  It's so important to fully fund this giveaway in advance that we
need to stop progress.

In reality, they're probably talking about less than 1 million people who
can't afford a $150 TV tuner in the next five years.  Yeah, stop the presses
for this one!

The Federal Communications Commission should delay voting on a plan
to speed the switch to all-digital TV until Congress covers provides
digital-TV-compatible equipment to low-income Americans, said a
minority-advocacy group.

  "The commission should not vote on a DTV plan until Congress fully
funds a mechanism to ensure universal TV service for all Americans,"
wrote David Honig, president of the Minority Media Telecommunications
Council, in a Nov. 13 letter to the FCC.

Honig is worried the FCC will approve a plan developed by the
agency's Media Bureau that would require TV stations to turn in their
old analog channels to the government without guaranteeing that poor
viewers will continue receiving free over-the-air television.

  The FCC is expected to recommend that Congress subsidize the $1
billion-plus cost of providing digital-to-analog converters needed to
keep old analog sets working, but White House staff is on the record
opposing the idea.

  The FCC initiative, dubbed the "Ferree plan," would speed the day
when the government measure of DTV viewership reaches 85% of TV
homes, the trigger for retaking analog channels.

  FCC approval would be reckless until the threat of White House
opposition is eliminated, Honig said.  "The exclusion of the least
fortunate Americans from the community of television viewers would
even further deepen America's seemingly intractable social class
divisions," he said.  "It should matter to all of us whether
low-income families receive accurate and timely information about
jobs, health care, school closings and homeland security."
