So bottom line, there is NO mandate for a one-way cable ready tuner, 
however, if a cable tuner is integrated into a qualifying display it 
must ALSO have an ATSC tuner.

Sttill not sure why the author thinks that both tuners are mandated 
in 50% of 36" sets starting July 1.
