My reaction was similar to yours, wrt blaming the victim. And: 1. Where were all of the commercially available GPS receivers when LightSquared was supposed to be proving out its concept? Is it possible that the test results blindsided them? 2. Is there any excuse for this? Quoting: "The FCC, eager to fulfill an presidential directive to create nationwide broadband service, fast-tracked LightSquared in January. Tests soon indicated GPS interference, resulting in a wave of opposition from device manufacturers, the aviation and agricultural communities, and the military." As I recall, just about everyone else, except for the FCC, had immediate misgivings about this idea. Why didn't the "spectrum manager" agency also instinctively see the red flags waving? This is really annoying. They should have been the first to do the testing, and to demand to see LightSquared test results.
