No Bert, you posted a one paragraph summary of the NPRM and completely
misinterpreted what it said.

Odd choice of words. They aren't designed to compete, while they are
competing. "A play for cord cutters" **is** competing, Craig. Moonves figured
this out. Competing means going after the TV audience, using whatever tools
at your disposal.

Yes, getting someone to watch something you are selling is competing. But cars
are not trucks, even though they use the same roads. There is a very clear
definition of what a MVPD is. And there are many other ways to sell content.
They all compete, but they are not all the same.
