Why it isn't easy to receive? This document says nothing about
problematic reception. And wouldn't reception be related to power?
That is the lower the power used the lower the expectation of
reception. Under what parameters are you saying they are having or
will have reception problems?

If their HAAT was 13 miles all of France could easily receive HD with
360 W IMO. At 307 m to 707 m and at the power levels they are using
you would have another expectation. Are you suggesting they will or
are having problems of reception within expected windows? Or as I
expect are they having normal reception based on the power and height
they are using.

The table shows why HDTV is not easy to receive in these trials. Very
low ERP.

Paris: 840 W
Lyon: 360 W
Marseille: 1.87 KW

Also, I forgot to mention that all HDTV programs submitted for
consideration must be simulcast in SDTV on the regular multiplexes.
