Looks like the CSA (Conseil superieur de l'audiovisuel), France's more
or less equivalent of the FCC, has received several requests for
transmission of FOTA HDTV over their DTT network (which they call TNT).
To meet these requests, the CSA is accepting proposals for HDTV program
material to be transmitted on a trial basis, over a separate frequency
channel, in Paris, Lyon, and Marseille, for starters, while looking at
adding coverage in other locations in the meantime.

They are expecting mostly sports programming, and will give priority to
European programming or especially programming of French origin.

The HD programs are not to interfere with existing authorised services,
and must use "MPEG-4," which presumably actually means AVC over MPEG-2
TS, but as usual that's not stated correctly.

Proposals were due at the CSA on 28 April 2006.

A different way of operating, eh?
