Channel 37 is reserved for Radio Astronomy and wireless medical monitoring.

The band plan has changed since 2013. Here's a picture of the 600 MHz band
plan as auctioned.

channel 37 - 608 to 614 MHz

3 MHz lower guard band - 614 to 617 MHz

seven 5 MHz downlink blocks - 617 to 652 MHz

11 MHz duplex guard band - 652 to 663 MHz

seven 5 MHz uplink blocks - 663 to 698 MHz

So 14 MHz for unlicensed. Not sure about the status of channel 37. The FCC
website seems down right now.

I think that Ch 37 ended up being the guard band, as things turned out. Not
sure what additional "remainder spectrum" exists. Whatever it is, it won't
add up to 80+ MHz. I would expect a lot less TV white space available after
the repack, not more.
