Chairman Pai correctly describes the dense infrastructures needed for 5G,
including both the much smaller cells than used previously in cellular systems,
and the need for extensive backhaul networks. Good. He gets that much. Some
people don't even get that far.
"You can stick with outdated regulations from the past or you can have 5G
technologies of the future. You can't have both."
This monotonous, headlong dash to deregulate everything is just plain
shortsighted and irresponsible. It should be obvious, to the FCC especially,
that while regs governing macrocell towers might not apply to 5G, other regs
must take their place. My example of cell towers right outside your bedroom
window apply here. The fact that Chairman Pai seems unable to get this is
unacceptable, for someone with his job title. As ever, he shows evidence of
only looking to the best interests of the handful of giant cable companies.
"We're looking forward. That's why we've launched a comprehensive review of our
infrastructure regulations. We want to modernize our rules and make it easier
to build next-generation wireless networks. ... This work is ongoing, but
thanks in large part to his office's leadership, we're already seeing results.
For instance, we used to require an extensive historic preservation review
process just to replace an old utility pole with a newer one that's
substantially identical. Not anymore, thanks to a decision we made last
October."
Which is irrelevant to 5G. As he said himself, 5G infrastructure is nothing
like previous macrocell infrastructures.
"In English: Small cells don't need big regulatory roadblocks. Thanks to our
reforms, smaller infrastructure won't trigger federal environmental and
historic preservation reviews designed for those 200-foot-tall towers."
That's just stupid. As sensible as claiming that autonomous vehicles don't need
regs which were written for manually driven cars, so they don't need regs at
all. Not true. They need different regs. You can write regs that hamper
progress as little as possible, but you have to be some irresponsible yahoo
extremist to think that a very dense mesh of RF radiators don't have to be
regulated. It's your job, FCC, to figure out what is safe, over and above any
esthetical arguments. These dense cell towers will transmit considerably more
power than WiFi hotspots. How can that be unregulated? Makes no sense.
"On one hand, we want to remove unreasonable barriers to installing the
infrastructure that drives the mobile revolution, in a manner consistent with
federal law. On the other, we need to respect the legitimate interests of
states and localities. In short, it's important that we strike the right
balance here."
First mention of any balance. Of course, this one Chairman is also on record
claiming that his federal edicts trump any state or local edicts, so we'll see
what kind of "balance" he's really talking about. Could be yet another example
of saying one politically correct thing, to put everyone to sleep, while doing
exactly the opposite. I always expect that people on record for saying inane,
ridiculous things, become responsible when they get a new job. Not this
Chairman. He just barges on.
