It would be a guess at best. The articles Monty posted on this subject suggest
a DDos attack, which typically involves using bots to overwhelm the server. In
this case Akamai operates the servers for the FCC and it is believed they have
good defenses against such attacks.
Nothing reported to date provides any details about the source of the attack.
Perhaps it was an attempt to prevent people from filing comments. Perhaps it
was a bot generated attempt to flood the FCC with comments as occurred during
the 20114 comment period.
Evidently Bert cannot comprehend that there are millions of people who have
something to say ON BOTH SIDES of this issue.
