The critical point: what if the bar in the video is the only bar in town?

No Bert. That is not the critical point. This was:
Why are Democrats even bothering if the effort seems unlikely to actually
overturn the FCC's repeal of the rules?
The short answer: politics. Democrats want to make net neutrality an issue in
the midterm election campaigns.
But I am very happy that the Democrats are walking into this trap.
The reality is that there have been huge violations of the “spirit of Net
Neutrality,” by the special interests that the Obama administration was
protecting with the Title II order - that is the blocking of free speech and
content that opposes the “progressive point of view,” and the demonetization of
opposing points of view.
The article is also correct in stating that this political stunt by the Senate
is going nowhere...
