That probably means far, far, far more than they have budgeted. 20 dB more? 30 dB more? Certainly an SFN of 100 kW ERP transmitters spaced 8 miles apart should work. By "work" I mean work like radio: a watchable signal anywhere, including indoors in any house or apartment. Apparently they simply are not willing to do what it takes. I note that around here, even not all the cell phone companies are successful at getting success inside one of our lab buildings, because of the glass type in the windows, while some have signals that do work fine, one even inside the elevator.
