In this case, though, they say that there are 2.3 TVs per OTA household. Which seems reasonable enough. (For example, we have 2 TVs and a small portable 4" job, which I will readily count as 0.3 of a TV.) I don't find it hard to believe that most households have more than one TV, in a country of 300M people and 110M households (i.e. where most households consist of more than just one single guy or girl).
