     Here are some very efficient (low-administrative-cost) relief
organizations (all have four-star ratings from CharityNavigator.org):

- Follow-ups:

     - In my report on DTT in France, I noted that set-top receiver/decoders
were available for as little as 100 Euro, but one report (a URL I included)
said it was as little as 70 (US$91):
<http://news.bbc.co.uk/1/hi/technology/4394817.stm>

     - In my report on the UK's first analog shutdown in Wales, I didn't note
that the residents voted 98% in favor of digital only. This story is from
Electronics Weekly:

     - Ofcom UK DTV Uptake report - Here's the URL for the 12-page report:
<http://www.ofcom.org.uk/research/tv/reports/dtv/dtu_2004_q4/q4_2004.pdf>

     - Voom - I beg your forgiveness for hesitating to say this, but it now
appears to be REALLY (almost) over. Cablevision's board voted unanimously
(including Voom champion and 75% shareholder Chuck Dolan) to end the service at
the end of this month. BUT they're going to try to keep the original
HD-programming channels going, offering them to other cable and satellite
services. This story is from Cablevision's hometown newspaper Newsday:

     - Multicast must-carry - Broadcasting & Cable online reports that Paxson
has filed against the Federal Communications Commission (FCC) decision in
federal court. The full story requires a paid subscription:

     - NTSC looking bad on new TVs - Peter Putman explains it here:

     - KFSF-DT PSIP issues preventing reception - They are reportedly fixed:
<//www.freelists.org/archives/opendtv/04-2005/msg00088.html>

     - Northpoint - Broadcasting & Cable also reports the dual appeal of the
FCC decision to allow DBS Ku-band satellite downlink frequencies to be reused
by terrestrial services was heard Monday. The satellite industry doesn't want
the frequencies used; Northpoint wants to have them awarded to them. The full

          - Readers have asked how to get hold of some of the non-national
retailers, so look for their phone numbers at the bottom of the memo.

     - May 1 -
          - The National Association of Broadcasters (NAB) has not updated its
list since synchronizing it with last month's FCC figures:
<http://www.nab.org/Newsroom/issues/digitaltv/DTVStations.asp>
          - The FCC updated its lists April 7 but released them today:
               - 1697 stations (98.5% of the revised total) have been granted
DTT construction permits or licenses and 1497 are on the air at least sometimes
at some power level:
<http://www.fcc.gov/mb/video/files/dtvsum.html>
               - Of the 40 ABC, CBS, Fox, and NBC stations in the top-10
markets due on the air May 1, 1999, there are still 38 fully licensed and two
operating under temporary authorization:
<http://www.fcc.gov/mb/video/files/dtvstat.html>
               - Of the 79 of those stations in markets 11-30 due on the air
November 1, 1999, 72 are still fully licensed and seven operating under
temporary authorization:
<http://www.fcc.gov/mb/video/files/dtvstat11.html>
               - Ignoring power levels or time on the air, the FCC finds that
about 88% of commercial stations are transmitting DTT. When only full-power
stations are considered, that figure drops to 36%. When the 22 DTT-only
stations are removed, it goes even lower:
<http://www.fcc.gov/mb/video/files/dtvonairsum.html>
               - This is supposed to be a list of the 689 full-power U.S. DTT
stations either licensed or on program-test authority. Once again, I'm having
trouble accessing the list:
<http://www.fcc.gov/mb/video/files/dtvonair.html>
               - This is supposed to be a list of the 808 U.S. DTT stations
operating at low power under temporary authorization. I have the same access
problem with it:
<http://www.fcc.gov/mb/video/files/dtvstas.html>

- The FCC has supposedly issued a report on TV-channel utilization, but the URL
provided in their public notice is wrong (this one will get you to the public
notice):
<http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-257970A1.pdf>
     If you increment the last digit of the URL up to 16, you will see 16
different pages relating to the report.

- International H/DTV news:

     - Here's a story on DTT in Vietnam:
<http://www.thanhniennews.com/society/?catid=3&newsid=5957>

     - TV-industry executives in Spain testified to a parliamentary committee
that the government's decision to issue two new analog TV licenses will delay
DTT. The long URL will get you straight to the story; the short one will get
you to the page, but you'll have to find it (search for Oztuzar):

     - Taiwan's Digital Television Committee reports about 450,000 domestically
made DTT receivers "sold into the Taiwan market" through March. The breakdown
is extraordinary: 210,000 in homes, 138,000 in cars (!), 56,000 with PCs, and
44,000 integrated into sets. Next year, all locally made TVs "over 29 inches"
must have DTT reception. No analog TVs are to be sold in 2009, and analog TV
is to be shut down in 2010; sales tax on digital TVs is to be halved no later
than that year). The story seems to confuse STB with DTT reception circuitry
(integrated or not):
<http://www.digitimes.com/systems/a20050406PR204.html>

     - UK ad executives surveyed by MediaTel Insight think 2012 is too soon to
completely shut down analog, and 2016 might be better:
<http://media.guardian.co.uk/broadcast/story/0,7493,1453568,00.html>

     - Despite rumors to the contrary, Italy still plans to shut down analog in
2006, according to both the prime minister's office and the communications
minister:
<http://www.dmeurope.com/default.asp?ArticleID=7219>

     - I attribute these misstatements in English to a translation problem from
the original Russian: "America is going to air digital television all over the
country next year already; and the analog television will become obsolete in
Europe in four years." Given that, take this next one with a grain of salt:
"Russia is also implementing new digital technologies, but it will be able to
give up the analog television just in ten years":
<http://english.pravda.ru/main/18/89/357/15247_TV.html>

     - Here are questions and answers about SKY's HD service:
<http://www.digitalspy.co.uk/article/ds19617.html>

- TV Technology's "HD Notebook" made a big deal about a recent HD transmission
to HD monitors in the Samsung Experience at the Time Warner Center in New York:
<http://www.tvtechnology.com/hd_notebook/one.php?id=191>
     I can personally report that many who saw it called it "the best HDTV
[they'd] ever seen," which may be because it was never compressed. But I can
also report that, although the pictures came from HD lenses on HD cameras and
were delivered to Samsung via HD-SDI, between the cameras and the displays the
pictures were downconverted, passed through a standard-definition switcher, and
then upconverted -- yet another indication that what is most important is
increasing sharpness (which occurs by using HD lenses and cameras), not
delivering HD resolution.
     I'll be discussing this at the PBS Technology Conference in Las Vegas on
Friday. If you'd like a copy of my presentation (about 1.5 MB), let me know.

- Samsung SDI senior manager for strategic marketing of display products Sung
Dae Jin sees growth in CRT displays for at least another two years due to price:
<http://www.digitimes.com/displays/a20050408PR202.html>

- Based on figures from CEA, sales to U.S. dealers of non-H/DTV television sets
for the first eleven weeks of 2005 were down 7.3% from the same period in 2004;
my ten-week running average was down 6.7%.
     Sales of so-called "Digital Televisions" to U.S. dealers for the eleventh
week were 70,169 units and for the first ten weeks 834,569.
     "Digital Televisions" (most of which are HDTV displays without
DTT-reception capability) accounted for about 16.3% of the TVs (not counting
plasma or direct-view LCD) sold to U.S. dealers through the eleventh week this
year. It may be worth noting here what that means. About 84% of the
non-plasma, non-direct-view-LCD TVs sold through the eleventh week this year
were still plain non-H/DTV direct-view TVs with picture tubes. The last time
CEA released numbers allowing the LCD and plasma TVs to be included, they
raised the "digital" percentage to about 25%; I suspect it is higher now.
     To qualify to CEA as a "Digital Television," a display need only be
capable of dealing with at least 480p; it need not be capable of either
receiving digital signals or displaying them. Devices actually capable of
receiving DTT signals are still a small fraction of those numbers.

- Ads for set-top DTT receivers: I'm aware of only the DirecTV at Best Buy.

- The ads - Readers have asked how to get hold of some of the non-national
retailers, so look for their phone numbers at the bottom of the memo.
     The model numbers are so hard to make out in the Center City ad that I
might have gotten them wrong (but I'm pretty sure they got at least one wrong,
too).
