Patch implementing 'flagnext' and 'spy' commands

The attached patch adds a console command 'flagnext' that will allow spectators
to cycle through the players carrying flags in a CTF game.  It also adds a
console command 'spy', which takes a player's id as an argument and switches
directly to spectating that player.

This bug is intended to collect discussion related to possible improvements to
this scheme.
