Block Everything Bug

I have noticed the Block Everything feature under the LineDef options does not
have any effect within the game. My intention was to have a few translucent
walls/windows that the player and the enemies can NOT shoot or pass through,
yet everything is able to pass through it as you can see in the included
example for DOOM 2.

For the note, I tested this file in both the Windows and XBOX ports of Odamex.
I also tested in in GzDOOM which did NOT produce the same bugs.
