New attachment with similar behavior. DTCOG40 (Enhanced.wad/.deh) don't work
correctly online but will work if loaded locally.

Found an interesting behavior in that if you connect to a server running these
two files, your client will appear to load them. However if you then type
disconnect and start a new local game, your local game will run with the same
behavior as the server. The dehacked weapons run correctly if loaded locally
without connecting to a server and disconnecting.

Also interesting, it appears that none of the three prominent C/S engines can
run the flamethrower dehacked patch as of this moment. I have not tested any
other wads.
