[occcircore] NSC Limitations

Hi everyone!
Being new to Higher Education, I'm also new to using the NSC data. We've only
pulled it sporadically in the past, but people have been asking for it more
often - maybe particularly because of the transfer mapping work going on.
It's pretty clear that there is missing data, however, I'm wondering if y'all
can help me understand more holistically the limitations of this data. Any
insight would be appreciated!
