[obol] open water during a freeze

Perhaps stating the obvious...
Various bird bath heaters, stock tank heaters and such can be effective in
keeping a bit of liquid available on days like this. I gain no advantage in
mentioning BackYard Bird Shops in the Portland area sell both items. Other
retail outlets should have something.
Open water is a much appreciated resource for the neighborhood birds here, lots
of traffic at both of our sites.
