Hi -
This Common Scoter throws its head back early in the flapping sequence, then
forward and down toward its chest before settling back down. So the full
sequence includes both.

By going back into the OBOL archives and looking at photos taken of the Common
Scoter I learned that sometimes it exercises its wings with its head thrown
back, and sometimes with it thrown forward. Maybe Black Scoter does the same
thing??
