Hi Linda, This appears to my eyes like a Sharp-shinned Hawk, for all of the reasons you gave----mainly stick legs and lots of streaking on the front. Size perspective is always difficult, and I sometimes make terrible mistakes. Sometimes a gyrfalcon will look just like a merlin, when a frame of reference is lacking.
