Tim,
 
White Tailed Kites are regulars and have nested at Mima Mounds near Littlerock 
in Thurston County, WA.  I have seen individuals near Corvallis (June 2008)  
and just west of the Sandy River delta (August 2012) in Oregon and several in 
Grays Harbor, Lewis and Mason Counties in Washington.  Their preference for 
prarie habitat bordered by forest or riparian areas is fairly abundant in those 
locations.

Since few answered my other inquiry maybe this will get answered, do WT Kites 
breed in or near Portland?  I hear they now breed in WA, not sure where though.
