As usual, Carole has the particulars.
Interestingly, on this Sandy Raptor Route we had one of the few Redtails of
November at the exact same spot so it was likely the same bird and we just
didn't see the wing markings last month.. It is only slightly visible in
the inset perched photo where it is covered by wet feathers.. If the bird
was distant in November we could have missed the patch. We'll look again

C/U was caught at PDX as a hatch year and released near Stayton 8/31/18. I
don't see any other reported sightings this bird since it was released.

From your description, it looks like you are seeing one of the Red-tailed
Hawks that have been captured at Portland International Airport, fitted
with patagial wing tags (you should also look for an orange band on one leg
as well) then released at someplace at least 50 miles or more away from
Portland. It appears this individual likes the Portland area, possibly
likes Rock Pigeon for lunch. Click on the above link to report your
