[obol] Red-tailed Hawk pale variant?-Tillamook County

Hi all,  I took this picture of a Red-tailed Hawk in Manzanita, Tillamook
County last Saturday.  The belly seems very pale and there is some white on
the throat.  Is this just a pale Western type or some other regional
variant?
