The bird is wearing a standard lock-on raptor band.  Raptors
have bills that are much like a pair of pliers and can pull a
butt-end band off.  Lock-on band have a flange of metal that
that gets folded over to lock the band seam.

I have a few which I keep for the rare occasion that I catch a
harrier or accipiter in a net (or stumble upon a harrier nest while
doing coastal prairie inventories).
