Just saying, ...
If Hood River County were included as part of western Oregon, rather
than eastern Oregon, that would result in a prime number of counties in
each portion (19 on the west, 17 on the east). So better for primal
listing. 18 counties on each side could be more satisfying for folks who
like multiples of powers of 2 and 3, and that also has merit.
