I walked up to that location this morning and heard the 5-note “call”. It was
so methodical and perfectly timed that I started to wonder about it coming from
a living thing. Just as I was discussing this with my partner, a runner came by
and said, "What you got there?” I replied that I had no idea, but something
with a perfectly pitched and timed 5-note call. "I’m not even sure it’s a
bird”, I said. Just then we all heard it and he said, “Oh, that! It’s a
traffic monitor. I run here everyday and finally figured out that’s what it
was. I thought you maybe had a Wilson's Warbler or something!”
There you go. Pretty funny.

According to online recordings of the chat, it sometimes has a five-note
call, and it can call in a voice similar to what I’m hearing, but not five
times.
Anyone who’s in the neighborhood with some time might want to check it out.
Around 7-8 am is a good time (I don’t know if the call continues later in
the day.) I have the video and an .mp3.
