Red-shouldered Hawk is a newcomer to Umatilla County, with the first one
reported on Dec. 16, 2013 at McNary Wildlife Nature Area. This bird was
photographed by several birders, and the last sighting was Feb. 15, 2014. There
were 3 additional reports in late summer/fall 2014 at widely scattered
locations: Indian Lake, Mission, and one photographed at Ukiah. No
Red-shoulders were reported in 2015 or 2016.
The next sighting was one photographed near Mission in Oct. 2017. In May 2018,
one was seen along Sagebrush Road (about 2 miles SE of McNary WNA). On Nov. 20,
2018 one was photographed at McNary; the last report of this bird was on Nov.
30. Another one was photographed along Sagebrush Lane this past Jan. 28 and 30,
and probably was the same bird seen two months earlier at McNary. Paul
Sullivan's sighting may be the same bird that has moved back to McNary?
Red-shouldered Hawk is very rare in Umatilla County and is not yet established
as a resident species here. So far, they are most often reported in fall and
winter, and all birds have been juv/imm, provided Paul's was a young bird, too.

Paul,
Red-shouldered Hawk is a good find for that area. I continue to be amazed at
how Red-shouldered Hawk is now rather regular east of the Cascades and in the
northern Great Basin. Last September Shawneen and I were stunned to find one
near the small town
of Carlin in NE Nevada and even more astounded when it didn’t trigger a
checkbox in eBird.
Given the number reported around Oregon this winter, I am surprised that you
didn’t see Harris’s Sparrow. That is usually a great spot for them.
