On March 10, 2009, a Say's Phoebe was found in the exact location reported

When I lived in Lewiston, ID, years ago, Say's Phoebes were always found at
Mann Lake the first week of February. It was mind-boggling. Never failed.

It's interesting that the Say's Phoebes are foraging around ponds, 2
different Say's were found this week in the Grants Pass, Murphy areas of
Josephine Co around ponds. The one I saw was foraging from cattails. At
first was thinking a Black Phoebe, but no black!
