Nice photos and good find. The badly worn/pale gray primary
tips suggest the possibility that there may be some delay or
suspension of molt, which could be an explanation for why
it is moribund. There's an article documenting this in Black-
legged Kittiwake by Howell in an old issue of Western Birds
(Vol 31 #2).
