I was working in Canby on Friday. I observed a Buteo (to far away to tell type) circling maybe 100 to 150' above the ground. It started to flap hard straight up in the air then then dive down, pull and up circle then to it again (I've seen crows do this). This went on a couple of times and then I noticed another Buteo flying towards it. It started to circle all the while the first one kept flapping straight up then dive pull up and circle then flap up etc. It did this above the Buteo (50' apart) that had arrived. This flapping circling event went on for a least 5 minutes as they both gradually drifted away from me and didn't gain much altitude either eventually the flapping one stopped and just circled with the other Buteo, it had to tired I would think. It was acting like it was happy to see the other one I guess. Chris
