It's perhaps not possible to be 100% certain from the viewing angle in your
photos Angela, but your bird is strongly suggestive of an adult female
red-naped sapsucker. Nice find!

He was moving between trees at the upper end of the parking lot, near the
beginning of the path to the water tower.
