I disagree with Lars, but agree with Olin Allen. The photos show a
RED-TAILED HAWK immature. As Olin mentioned, the dark tail bands are the
narrower bands, where in Red-shouldered the dark bands are noticeably the
thicker bands. The tail does NOT project far enough past the wingtips for
Red-shouldered, but fine for immature Red-tailed Hawks; I believe immature
Red-tailed Hawks have shorter wings than adults. The spotted white patch on
the scapulars of this bird coupled with the white splotches on the wing
coverts will form two messy V's on the mantle (back and adjacent upper
parts) if we could see the dorsal side if this bird--those mantle V's are a
classic, but lesser-known Red-tailed Hawk field mark.

As I was watching this bird, I thought it was a Cooper's, but now I'm not
sure. Wasn't able to get a view of the ventral side. Seen at about noon
today at Mary S. Young Park in West Linn (Clackamas).
