I think they have been banding some at East Sand Island in the Lower Columbia.

Subject: [obol] Color banded Double-crested Cormorant
Perched in a tree on the island at Rouge Lea Estates larger pond was a banded
immature DOUBLE-CRESTED CORMORANT. Red color band on left leg (number band on
right) with KEI (or one?; not I?) in white lettering. KEI was all that I was
able to see on the band and it was written vertically on the band (K at top, I
at bottom).
Will report to BB Lab; anyone know who might be color banding them in the west
(assume not an eastern bird).
