I agree with your statement about California, but iIthink this year it is not
as dry down there as last year.
It is important to remember that birds' decisions to migrate within a given
season presumably have to be based on conditions where they are, rather than
conditions where they are headed. As far as we know, they do not have access to
the Weather Channel.

As far as Western Oregon is concerned, I'd guess that the warm winter and
slightly-dryer-than-usual April and May were the main driving factors. I
noticed that a few of my shrubs leafed out a good week or so earlier than usual
this spring.
The severe drought in California is also likely a factor. I'd guess that much
of the habitat down there has taken a hit, and it would make sense that
migrants would pass over those areas, rather than spend time there. Several of
us noticed that there were more Bullock's Orioles than usual at Malheur and
Fields last Memorial Day weekend, and loss of habitat in California was
mentioned as a likely culpret.
Speaking of Malheur, I hope to see many of you there this weekend.
