We developed a Civil web app in house.  CHL is a Windows app from a boutique 
vendor, DB Software Associates<http://www.dbsoftwareassociates.com/>.  I think 
Use of Force is covered in the new Guardian 
Tracking<http://guardiantracking.com/> (SaaS) app they just purchased, but I’m 
not sure if they’re using it for that yet.
