Same with Milwaukie, we use ethics point for all reporint. The HR director is
tagged for any HR related issues i.e. harassment, with the exception of officer
complaints, those go to the Chief of Police.

We use a 3rd party EthicsPoint hotline from NAVEX Global for anonymous
reporting. The hotline is mainly intended for fraud/waste/abuse, but some
people have used it to report harassment and bad behavior generally.
