I think Bitly api is not complicated. The old add-on contains code based on examples found in Internet without the client.
Just I found it and thought that about this as an option.

The Apache license is not compatible with GPL2.  It's one-way compatible
with GPL3, but as NVDA isn't licensed under GPL3 that's neither here nor
there.

How you proceed is up to you, but you can't just change a project's
license agreement.  I don't imagine the bit.ly API is particularly
complicated, so maybe it would just be easier to create your own small
client.  But remember that unfortunately, the Requests library is also
Apache-licensed so you can't use that either.
