Duties: You will provide US Army Corps of Engineers (USACE) Field Force 
Engineer (FFE) planning to US Africa Command (AFRICOM), US European Command 
(EUCOM), US Army Africa (USARAF) and US Army Europe (USAREUR) engineer staffs 
in support of contingency operations, disaster/humanitarian relief, civil 
response operations and joint exercises. You will manage USACE Europe 
District's FFE program including recruiting, budgeting, training coordination 
and readiness of assigned FFE Teams. You will manage USACE Europe District's 
Emergency Operations Center (EOC) activities, including continuity of 
operations, information security, use of integrated secure networks and 
advanced technology, emergency actions, alert and warning systems, 
anti-terrorist measures, readiness evaluations, tests, training, simulations, 
exercises and scheduling of events. You will make formal presentations of 
concepts, analyses, issues, courses of action and recommendations for decision 
making.

*  Applicants must possess one year of specialized experience equivalent to the 
GS-11 grade level. SPECIALIZED EXPERIENCE: To be qualified, candidates for this 
position must show in their resume that they have training and experience in 
the following areas: (1) Knowledge of emergency operations procedures. (2) 
Knowledge and use of the Joint Operations Planning and Execution System 
(JOPES). (3) Knowledge and ability to manage an Emergence Operations Facility 
to include information security, emergency actions, simulations, exercises, 
anti-terrorist measures . You must maintain a high state of physical fitness 
commensurate with the high stress levels of the operations job environment. 
Must be able to obtain and maintain a Secret security clearance.
*  GS-12 and above: One year of experience directly related to the occupation 
and equivalent to at least the next lower grade level. There is no substitution 
of education for experience at this level.
*  Applicants who have held a General Schedule (GS) position within the last 52 
weeks must meet the Time in Grade Restriction.
*  Must have 52 weeks of Federal service at the next lower grade (or 
equivalent).

retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) 
of title 5, United States Code) appointed to the Department of Defense may 
elect to be subject to retirement provisions of the new appointment as

*  U.S. citizens overseas under ordinarily resident status are not eligible for 
appointment under the Status of Forces Agreement.
*  Candidates initially selected from the U.S. may be eligible for certain 
foreign area benefits.
*  Pay retention may be offered to successful applicants for positions at 
overseas locations. For this provision to apply to employees already overseas, 
the selected individual would have to require a permanent change of station 
move and would have to be selected as a result of a recruitment effort that had 
been extended outside of the overseas command involved.
*  Locality pay does not apply in the overseas area.
*  Applicants must comply with the Exceptional Family Member Program 
requirements as outlined in the DoD Instruction 1315.19 at

*  In the overseas areas, access for civilian employees and their families to 
military medical and dental treatment facilities is on a space-available and 
reimbursable basis only. Medical care may be provided by host nation providers. 
The availability and level of care at host nation medical facilities will vary 
by location. Movement overseas may require you to initiate a change in your 
health benefits plan to ensure coverage.
*  Payment of Permanent Change of Station (PCS) costs is authorized, subject to 
the provisions of the Joint Travel Regulations.
*  Temporary Duty (TDY) travel is 30 percent.

Wiesbaden. Wiesbaden is one of Germany's most attractive cities. Although the 
climate varies, the area enjoys many pleasant days & a moderate climate. 
Schools, childcare, medical facilities, & other support functions may be 
available. Govt quarters may be available at a housing area for AAFES & USACE 
sponsored civilians within 15 minutes of the office. The housing office on post 
assists in obtaining private homes in the neighborhood
