URBAN DISTRICT MANAGER IS ON BOARD!
As Director of the Silver Spring Region, I am thrilled to introduce to our
community our new Urban District Manager, Carson Henry.
Carson comes to us from the world of the YMCA, where he was for 13 years.
Most recently, serving at the organization's executive over social
responsibility.
Carson's roots in Silver Spring are deep, including being the founding
president of the Downtown Silver Spring Rotary Club. He also lived in
Silver Spring for 4+ years.
Among Carson's many responsibilities will be to staff the Silver Spring
Urban District Advisory Committee; liaison with developers considering
projects downtown; routinely interact with County agencies and utilities
when the right-of-way is disrupted; work with the business and residents in
wide ranging issues including homelessness, noise complaints, illegal
vending, and panhandling; be the Chief of Operations for our beloved "Red
Shirt" team to keep downtown safe, clean, and welcoming; and, collaborate
with sponsors and producers of community celebrations, art events, and
festivals - and much more. Carson will report to the Silver Spring Region
Director.

Exciting Lineup of Events Kick-Off this Summer at Silver Spring’s Veterans
Plaza
Montgomery County’s Veterans Plaza in Silver Spring is getting ready for a
summer calendar filled with a variety of events for residents to enjoy.
With vaccines readily available, Montgomery County wants residents and
visitors to feel comfortable returning to public spaces. Montgomery County
has been able to work with trusted partners to give them access to the
space for community events and performances, allowing for free, public
outdoor events on Veterans Plaza for families to take advantage of.A
growing line-up of entertainment, partnered with nearby shops and excellent
restaurants, all within a short distance from the Metro, keeps Silver
Spring as a go-to-destination for summer fun for all ages. Silver Spring
has earned a reputation of being one of the most diverse and dynamic
communities in the country, where there is always something to do and
enjoy.A sampling of events taking place at Silver Spring’s Veterans Plaza
this summer include:

County to Host ‘Pride in the Plaza’ on June 27 in Silver Spring; Inaugural
LGBTQ+ Sexual Health Campaign to Launch on National HIV Testing Day
Montgomery County’s HIV/STI Program, part of the County’s Department of
Health and Human Services (DHHS), will host the free “Pride in the Plaza”
outdoor LGBTQ+ health and wellness community resource fair from 1-8 p.m. on
Sunday, June 27, at Veterans Plaza in Downtown Silver Spring. The event
continues the County’s recognition of June as Pride Month and June 27 as
National HIV Testing Day,
Health officials will also launch “Do it For Montgomery County,” a
comprehensive, inclusive LGBTQ+ sexual health campaign created as part of
the County’s Plan to End HIV.
Veterans Plaza is located at 1 Veterans Plaza in Downtown Silver Spring.
Free parking is available in the Ellsworth Drive parking garage adjacent to
the plaza.
Pride in the Plaza will showcase a diverse cross-section of local
nonprofit organizations and artists sharing information about their
services for the County’s LGBTQ+ communities. Music, dancing and other
interactive activities will take place and free, on-site HIV testing and
prevention education will be available throughout the event.
LGBTQ+ communities in the County, particularly the Black and Latinx LGBTQ+
communities, experience disproportionate impact from HIV. In response to
community feedback, the County’s Plan to End HIV calls for the expansion of
LGBTQ+ health resources and improved HIV and sex education access for
LGBTQ+ youth.
Significant increases in HIV testing, treatment and prevention are planned
for a 90 percent reduction in new cases by 2030. The Do it For Montgomery
County sexual health campaign features a new website; new social media
platforms; bus, Metro and digital ads; and includes multicultural,
inclusive LGBTQ+ messaging on HIV testing, treatment and prevention.
The County’s HIV/STI program provides free HIV testing, free and low-cost
HIV treatment, pre-exposure medication PrEP and STI testing and treatment

AFI Docs Film Festival
Through Sunday, June 27th
The American Film Institute has revealed its full slate of films being
presented for the hybrid AFI DOCS 2021 festival. The lineup features 77
films from 23 countries and 4 World Premieres, with 52% of the films
directed by women, 40% by BIPOC directors and 18% by LGBTQ directors.The
19th edition of the festival will present films in the following sections:
Special Presentations, Guggenheim Symposium, Feature Films, Series,
Cinema’s Legacy, Short Film Competition and Spotlight on the Hindsight
Project. AFI DOCS 2021 runs June 22–27, with films available to view on
DOCS.AFI.com as well as in-person screenings at the AFI Silver Theatre
and Cultural Center in Silver Spring, MD, and select films will be
available with closed captioning and descriptive audio. The Washington Post
and Meet the Press return as the Primary Media Partners.“We are living in
the Golden Age of documentary film,” said Sarah Harris, AFI Festivals

Takoma Langley Crossroads Development Authority (CDA) is a business
association that manages the Takoma Langley Crossroads Commercial District
in the City of Takoma Park, Maryland. Our mission includes the maintenance
and beautification of the commercial district. One way we address this
objective is through the commissioning of public art projects. The CDA has
previously commissioned 4 public murals, located on the walls of commercial
properties in visible areas benefiting from activation. We seek to
commission an additional mural in the Crossroads at the Langley Park Post
Office on Holton Lane. The mural will be located on a brick wall adjacent
to the parking lot. The USPS building is in a prominent, havily trafficked
area, especially via foot traffic, at the heart of Maryland’s International
Corridor. It contains a diverse and
vibrant mix of immigrant businesses and customers and serves as a
regional destination for international specialty goods and products.Project
Partners: The CDA is working together with the property owner, JBG Smith
and the City of Takoma ParkGoals:-Enliven the façade of a 1950’s style
suburban shopping plaza that has seen minimal changes over the past 50
year’s. This mural project is part of a larger facade improvement plan for
the shopping center.-Install an engaging, placemaking mural that captures
the eye of pedestrians on Holton Lane and automotive traffic along New
Hampshire Ave and brands the Takoma Langley Crossroads as a unique, lively,
and vibrant destination.

New: Beginning on or about June 28, 2021, crews will implement temporary
lane closures at the intersection of Georgia Avenue (US 29) and Bonifant

County Executive Elrich Unveils Montgomery County Climate Action Plan That
Is One of the Most Ambitious in the Nation
Montgomery County Executive Marc Elrich today in Downtown Wheaton unveiled
the Climate Action Plan that will guide the County toward its goals of
reducing greenhouse gas (GHG) emissions by 80 percent by 2027 and by 100
percent by 2035 compared to 2005 levels. The Montgomery climate plan, which
will increase resilience in the face of climate hazards, is one of the most
ambitious climate plans in the nation for a local government.Announcement
of the plan, which outlines 86 climate actions, was held at the Marian
Fryer Town Plaza across from the new 14-story Maryland-National Capital
Park and Planning Commission headquarters building in Wheaton. The building
was built by the Montgomery County Government and has received LEED
Platinum certification from the U.S. Green Building Council (USGBC). The
LEED Platinum certification is the highest level in sustainable design that
USGBC awards in objectively measuring a building’s sustainability. The
308,000-square-foot building is the first
County Government facility to receive a LEED Platinum rating.Also
participating in the event to introduce the plan were County Council
President Tom Hucker, Assistant Chief Administrative Officer and County
Climate Change Coordinator Adriana Hochberg and members of the community
including Omotola Fadeyi, Denisse Guitarra, Karen Metchis and Samuel
Suraphel.The actions and technical analyses presented in the plan build
upon the work of more than 200 volunteer members of the Climate Technical
Workgroups formed by the County Executive, County employees and technical
consultants. The plan reflects input from a wide variety of community
groups and the general public.“The urgency of climate change inspires
Montgomery County to serve as a model for other jurisdictions,” said County
Executive Elrich. “Combatting climate change provides an opportunity to
build a healthy, equitable and resilient community. There is no magic wand
to accomplish this monumental task. We must take big, bold
steps—and many of them. Collectively, communities across the State of
Maryland, the country and the world must tackle climate action at the scale
that is necessary to curb the cataclysmic social, environmental and
economic impacts of climate change.”The development of the Climate Action
Plan was spurred by the County Council’s Emergency Climate Mobilization
Resolution in December 2017 that accelerated the County’s communitywide GHG
emission reduction goals after they were established in 2007. The
resolution recognized the existential threat that climate change poses and
called for the County to take a leadership role in strategies to safeguard
the planet.The details of the plan can be found at
www.MontgomeryCountyMD.gov/climate.County Executive Elrich also released
the Fiscal Year 2022 (FY22) Climate Work Plan. The Climate Work Plan
describes actions the County plans to make progress on during FY22. The
County anticipates action on 75 of 86 recommendations in the Climate Ac
tion Plan in FY22.Throughout the summer and into the early fall, the
County’s climate team plans to host community conversations to present the
plan to residents, businesses and property owners.The main elements of the
Climate Action Plan include:
- Reduce Emissions in the Energy, Buildings and Transportation sectors.
The plan recommends actions that include increasing the use of and
investment in clean, reliable and affordable energy; implementing code
requirements related to energy efficiency, solar installations and net-zero
standards and building energy performance standards for existing buildings;
expanding public transit service, pedestrian and bicycle infrastructure and
a shared micro-mobility network; and supporting community-wide adoption of
electric vehicles.
- Center Racial Equity and Social Justice. The plan considers the
racial equity and social justice implications of each climate action
through the identification of equity-enhancing measures. The plan also
assesses impacts on communities most vulnerable to climate hazards.
- Address Residual Emissions and Carbon Sequestration. The plan
identifies nature-based carbon sequestration actions including retaining,
managing and expanding forests, wetlands, grasslands and urban tree canopy.
It also seeks to increase carbon in soils through improved agricultural
practices.
- Reduce Climate Risk. This will be achieved through actions that
enhance the resilience of the community and infrastucture assets, including
repairing and upgrading stormwater drainage and management systems;
updating green streetscape and green infrastructure standards; hardening
emergency shelters and installing resilience hubs; and updating floodplain
maps.
- Identify Ways to Pay for Climate Action. Implementing the actions in
the plan calls for commitment from the public and private sectors while
leveraging local, State and Federal government resources. It will be
critical to mitigate the cost impacts to low-and moderate-income residents
in particular to ensure that the most vulnerable residents are not
adversely impacted.
- Enhance Climate Governance. This will be accomplished through actions
that institutionalize climate change considerations within Montgomery
County Government processes and decision making; measure and report on
progress; and foster creativity, collaboration and innovation to implement
climate solutions.
- Engage the Community as Partners in Climate Action. Residents will be
involved in the implementation of the plan through a climate communications
coalition; a Community Justice Academy in which community ambassadors work
with neighbors and the County to co-create community-based solutions; and
enhanced partnerships with municipalities. The plan increases opportunities
for climate change education in the public school system and calls for a
statewide coalition of local governments and youth groups focused on
advancing ambitious State climate policy.

2021 online events
The Montgomery County Planning Board and the Montgomery County Planning
Department have announced their June 2021 calendar of online meetings. For
more details, review the list of events below and
visit www.montgomeryplanning.org.During this time of social distancing in
response to the COVID-19 crisis, the Planning Board will continue to hold
public meetings online while Montgomery Planning’s new headquarters (2425
Reedie Drive, Wheaton, MD) is closed to the public. Community members may
sign up to testify and provide comments to the Board, during the meeting,
on specific agenda items through Microsoft Teams or phone. Written
testimony may be submitted in advance of the meeting. The April schedule of
events is subject to change based on the ongoing response to the COVID-19
virus.There are many ways to participate in Planning Board meetings:

online by the deadline is the only way to testify on meeting items.

Planning Board meeting.

Design Excellence Awards Competition Call for Entries now open until July

The Montgomery County Planning Department has launched its fifth Design
Excellence Awards competition. The call for entries opened on June 15 and
will remain open until 11:59 p.m. on Monday, July 19. Applications for the
2021 Design Excellence Awards can be submitted online.
The Design Excellence Awards, initiated in 2015, are intended to inspire
architecture, landscape architecture and urban design of the best possible
quality in Montgomery County; increase public awareness of this world-class
design excellence; and show how physical design can lead to greater quality
of life, economic opportunity and environmental sustainability.

Montgomery County’s DRAFT Five-Year Consolidated Plan for July 1, 2021 –

Montgomery County Covid Rent Relief Program Phase 3
The Department of Health and Human Services is excited to share with you
the details for the third phase of the COVID Rent Relief Program and
express our gratitude for your partnership to make this vital resource
available to Montgomery County residents. While funds are available, the
program will provide up to $12,000 in rent relief for eligible households
that can be used for rent arrears and a rent credit for future months. The
program is funded through a $59 million in Department of the Treasury
Emergency Rental Assistance Funds, provided to the County through direct
Federal and State allocations. The full program details, flyers in

Middle Eastern American Authors Series at
Montgomery County Public Libraries
In partnership with the Office of Community Partnerships’ Middle Eastern
American Advisory Group (MEAGG), Montgomery County Public Libraries (MCPL)
will offer a series of programs focusing on various Middle Eastern American
authors and illustrators.The free virtual author series will take place
monthly on the third Tuesday from 7 to 8 p.m. February through July. The
events will be moderated by Debbie Trent, MEAGG chair, or Karen Leggett,
co-chair of the Maryland Friends of the Bibliotheca Alexandrina (Egypt).

Request Food Assistance
Resources Available 24/7
Residents looking for information on food assistance resources can now
request help by completing a simple online form. Available in seven
languages (Amharic, Chinese, English, French, Korean, Spanish, and
Vietnamese), the form is reviewed by a trained resource specialist, and
residents receive a return phone call within one business day. The
specialist will determine a resident’s individual food needs and help them
locate food assistance in their community. No Personally identifiable
information is needed to get help.
Information is available about free food distribution sites, free meal and
grocery delivery, SNAP (Food Stamps), local food assistance providers, and
other resources in Montgomery County. Residents can also call 311 and ask
for the Food Access Call Center to get help with their food needs.
The Food Access Call Center opened in June 2020 and has been working
throughout the COVID-19 pandemic to address the increasing need for food
assistance across the County. As of mid-December, the Food Access Call
Center has responded to more than 2,000 calls/referrals.

URBAN DISTRICT MANAGER IS ON BOARD!
As Director of the Silver Spring Region, I am thrilled to introduce to
community our new Urban District Manager, Carson Henry.in
Carson comes to us from the world of the YMCA, where he was for 13 years.
Most recently, serving at the organization's executive over social
responsibility.
Carson's roots in Silver Spring are deep, including being the founding
president of the Downtown Silver Spring Rotary Club. He also lived in
Silver Spring for 4+ years.
Among Carson's many responsibilities will be to staff the Silver Spring
Urban District Advisory Committee; liaison with developers considering
projects downtown; routinely interact with County agencies and utilities
when the right-of-way is disrupted; work with the business and residents
wide ranging issues including homelessness, noise complaints, illegalVeterans
vending, and panhandling; be the Chief of Operations for our beloved "Red
Shirt" team to keep downtown safe, clean, and welcoming; and, collaborate
with sponsors and producers of community celebrations, art events, and
festivals - and much more. Carson will report to the Silver Spring Region
Director.

Exciting Lineup of Events Kick-Off this Summer at Silver Spring’s
Plazaa
Montgomery County’s Veterans Plaza in Silver Spring is getting ready for
summer calendar filled with a variety of events for residents to enjoy.County
With vaccines readily available, Montgomery County wants residents and
visitors to feel comfortable returning to public spaces. Montgomery
has been able to work with trusted partners to give them access to thedynamic
space for community events and performances, allowing for free, public
outdoor events on Veterans Plaza for families to take advantage of.
A growing line-up of entertainment, partnered with nearby shops and
excellent restaurants, all within a short distance from the Metro, keeps
Silver Spring as a go-to-destination for summer fun for all ages. Silver
Spring has earned a reputation of being one of the most diverse and
communities in the country, where there is always something to do andenjoy.

County to Host ‘Pride in the Plaza’ on June 27 in Silver Spring;
LGBTQ+ Sexual Health Campaign to Launch on National HIV Testing Dayon
Montgomery County’s HIV/STI Program, part of the County’s Department of
Health and Human Services (DHHS), will host the free “Pride in the Plaza”
outdoor LGBTQ+ health and wellness community resource fair from 1-8 p.m.

National HIV Testing Day,

Pride in the Plaza will showcase a diverse cross-section of local
nonprofit organizations and artists sharing information about their
services for the County’s LGBTQ+ communities. Music, dancing and other
interactive activities will take place and free, on-site HIV testing and
prevention education will be available throughout the event.
LGBTQ+ communities in the County, particularly the Black and Latinx
communities, experience disproportionate impact from HIV. In response toof
community feedback, the County’s Plan to End HIV calls for the expansion
LGBTQ+ health resources and improved HIV and sex education access forplanned
LGBTQ+ youth.
Significant increases in HIV testing, treatment and prevention are
for a 90 percent reduction in new cases by 2030. The Do it For Montgomeryfor
County sexual health campaign features a new website; new social media
platforms; bus, Metro and digital ads; and includes multicultural,
inclusive LGBTQ+ messaging on HIV testing, treatment and prevention.
The County’s HIV/STI program provides free HIV testing, free and low-cost
HIV treatment, pre-exposure medication PrEP and STI testing and treatment

AFI Docs Film Festival Through Sunday, June 27th
The American Film Institute has revealed its full slate of films being
presented for the hybrid AFI DOCS 2021 festival. The lineup features 77
films from 23 countries and 4 World Premieres, with 52% of the films
directed by women, 40% by BIPOC directors and 18% by LGBTQ directors.
The 19th edition of the festival will present films in the following
sections: Special Presentations, Guggenheim Symposium, Feature Films,
Series, Cinema’s Legacy, Short Film Competition and Spotlight on the
Hindsight Project. AFI DOCS 2021 runs June 22–27, with films available to

complexities of family court trials (COURTROOM 3H); and Syrian artists
working in exile in Europe (THE STORY WON’T DIE).
The Cinema’s Legacy program, now in its third year at AFI DOCS,
presents historically notable nonfiction films that employ the personal
documentary form: IN SEARCH OF OUR FATHERS (1992), SINK OR SWIM (1990)
STEVIE (2002). Cinema’s Legacy is supported in part by the Corporationfor
Public Broadcasting (CPB).of
This year’s Series section features multi-part documentaries that
investigate pivotal moments in history and culture, from an exploration
the sound creation in modern music in WATCH THE SOUND WITH MARK RONSON,to
an in-depth look at a day that changed our country forever with 9/11: ONEof
DAY IN AMERICA. The Series section will also feature the World Premiere
OBAMA: IN PURSUIT OF A MORE PERFECT UNION.stories
The Short Film Competition will be presented in six programs, with
from across the globe and close to home, and are eligible for the GrandAmerican
Jury Prize.
Special to AFI DOCS this year is the Spotlight on the Hindsight Project,
sponsored by CPB. The section presents the world premiere of six short
films, which chronicle the experiences of BIPOC communities in the
South and U.S. Territories during the unprecedented events of 2020. Theher
project is produced in partnership by Firelight Media, Center for Asian
American Media (CAAM) and Reel South.
As previously announced, this year’s Charles Guggenheim Symposium will
feature a discussion with filmmaker Dawn Porter and a free screening of
new film RISE AGAIN: TULSA AND THE RED SUMMER.votes
Audience Awards will be given to a feature and a short film based on

includes the maintenance and beautification of the commercial district.
One way we address this objective is through the commissioning of public
art projects. The CDA has previously commissioned 4 public murals,
on the walls of commercial properties in visible areas benefiting fromat
activation. We seek to commission an additional mural in the Crossroads
the Langley Park Post Office on Holton Lane. The mural will be locatedon
a brick wall adjacent to the parking lot. The USPS building is in aregional
prominent, havily trafficked area, especially via foot traffic, at the
heart of Maryland’s International Corridor. It contains a diverse and
vibrant mix of immigrant businesses and customers and serves as a

*Project Partners*: The CDA is working together with the property owner,
JBG Smith and the City of Takoma Park

-Enliven the façade of a 1950’s style suburban shopping plaza that has

of a larger facade improvement plan for the shopping center.
-Install an engaging, placemaking mural that captures the eye of
pedestrians on Holton Lane and automotive traffic along New Hampshire Ave
and brands the Takoma Langley Crossroads as a unique, lively, and vibrant
destination.

County Executive Elrich Unveils Montgomery County Climate Action Plan
Is One of the Most Ambitious in the Nationunveiled
Montgomery County Executive Marc Elrich today in Downtown Wheaton
the Climate Action Plan that will guide the County toward its goals ofwhich
reducing greenhouse gas (GHG) emissions by 80 percent by 2027 and by 100
percent by 2035 compared to 2005 levels. The Montgomery climate plan,
will increase resilience in the face of climate hazards, is one of themost
ambitious climate plans in the nation for a local government.Maryland-National
Announcement of the plan, which outlines 86 climate actions, was held at
the Marian Fryer Town Plaza across from the new 14-story
Capital Park and Planning Commission headquarters building in Wheaton.The
building was built by the Montgomery County Government and has received(USGBC).
LEED Platinum certification from the U.S. Green Building Council

Work Plan. The Climate Work Plan describes actions the County plans to

plans to host community conversations to present the plan to residents,
businesses and property owners.
The main elements of the Climate Action Plan include:
- Reduce Emissions in the Energy, Buildings and Transportation
sectors. The plan recommends actions that include increasing the use
investment in clean, reliable and affordable energy; implementing codenet-zero
requirements related to energy efficiency, solar installations and
standards and building energy performance standards for existingbuildings;
expanding public transit service, pedestrian and bicycleinfrastructure and
a shared micro-mobility network; and supporting community-wideadoption of
electric vehicles.retaining,
- Center Racial Equity and Social Justice. The plan considers the
racial equity and social justice implications of each climate action
through the identification of equity-enhancing measures. The plan also
assesses impacts on communities most vulnerable to climate hazards.
- Address Residual Emissions and Carbon Sequestration. The plan
identifies nature-based carbon sequestration actions including
managing and expanding forests, wetlands, grasslands and urban treecanopy.
It also seeks to increase carbon in soils through improvedagricultural
practices.including
- Reduce Climate Risk. This will be achieved through actions that
enhance the resilience of the community and infrastucture assets,
repairing and upgrading stormwater drainage and management systems;hardening
updating green streetscape and green infrastructure standards;
emergency shelters and installing resilience hubs; and updatingfloodplain

- Identify Ways to Pay for Climate Action. Implementing the actions in
the plan calls for commitment from the public and private sectors
leveraging local, State and Federal government resources. It will beresidents
critical to mitigate the cost impacts to low-and moderate-income

- Enhance Climate Governance. This will be accomplished through
actions that institutionalize climate change considerations within

take a straw vote on -- ZTA 19-07. That's the zoning proposal that would
routinely allow cell towers on poles 30 feet from our homes, with no prior
notice to any residents and no public hearing. It would also streamline
access to special permits, for which there would be no limit at all to how
close pole-mounted cell towers could be from your front door . ( Poles that
could be used for wireless facilities include utility-owned poles,

The changes would affect most County residents, whether they rent or own
their homes, as so many multi-family and single-family homes are in the
zones included . It also reaffirms, rather than fixes, the shocking
provision in current law routinely allowing cell towers just 10 feet from
homes in other zones (such as commercial-residential). That affects all
other residents. Time is short. Act today to limit corporate control in our
community.
PLEASE TAKE THREE SIMPLE ACTIONS:
* 1. Use this special Action Link to quickly sign and send letters to all
members of the County Council -- and to make your voice count. (Sample
letter provided, or write your own.)
* 2. Please thank our Mayor and City Council for sending the County
Council this strong letter opposing ZTA 19-07, but also urge them to go a
step further: Ask them to pass a resolution opposing ZTA 19-07 -- because,
guess what? Takoma Park has a special superpower: If our Council passes a
resolution opposing this zoning proposal, the County Council would need to
pass it by a 2/3 vote of at least 6 of its 9 members, not just a simple
majority of 5! (Only one other municipality -- Kensington -- has that
power.)

As Director of the Silver Spring Region, I am thrilled to introduce to
community our new Urban District Manager, Carson Henry.in
Carson comes to us from the world of the YMCA, where he was for 13 years.
Most recently, serving at the organization's executive over social
responsibility.
Carson's roots in Silver Spring are deep, including being the founding
president of the Downtown Silver Spring Rotary Club. He also lived in
Silver Spring for 4+ years.
Among Carson's many responsibilities will be to staff the Silver Spring
Urban District Advisory Committee; liaison with developers considering
projects downtown; routinely interact with County agencies and utilities
when the right-of-way is disrupted; work with the business and residents
wide ranging issues including homelessness, noise complaints, illegalVeterans
vending, and panhandling; be the Chief of Operations for our beloved "Red
Shirt" team to keep downtown safe, clean, and welcoming; and, collaborate
with sponsors and producers of community celebrations, art events, and
festivals - and much more. Carson will report to the Silver Spring Region
Director.

Exciting Lineup of Events Kick-Off this Summer at Silver Spring’s
Plazaa
Montgomery County’s Veterans Plaza in Silver Spring is getting ready for
summer calendar filled with a variety of events for residents to enjoy.County
With vaccines readily available, Montgomery County wants residents and
visitors to feel comfortable returning to public spaces. Montgomery
has been able to work with trusted partners to give them access to thedynamic
space for community events and performances, allowing for free, public
outdoor events on Veterans Plaza for families to take advantage of.
A growing line-up of entertainment, partnered with nearby shops and
excellent restaurants, all within a short distance from the Metro, keeps
Silver Spring as a go-to-destination for summer fun for all ages. Silver
Spring has earned a reputation of being one of the most diverse and

Health and Human Services (DHHS), will host the free “Pride in the Plaza”
outdoor LGBTQ+ health and wellness community resource fair from 1-8 p.m.

continues the County’s recognition of June as Pride Month and June 27 as
National HIV Testing Day,
Health officials will also launch “Do it For Montgomery County,” a
comprehensive, inclusive LGBTQ+ sexual health campaign created as part of
the County’s Plan to End HIV

Pride in the Plaza will showcase a diverse cross-section of local
nonprofit organizations and artists sharing information about their
services for the County’s LGBTQ+ communities. Music, dancing and other
interactive activities will take place and free, on-site HIV testing and
prevention education will be available throughout the event.
LGBTQ+ communities in the County, particularly the Black and Latinx
communities, experience disproportionate impact from HIV. In response toof
community feedback, the County’s Plan to End HIV calls for the expansion
LGBTQ+ health resources and improved HIV and sex education access forplanned
LGBTQ+ youth.
Significant increases in HIV testing, treatment and prevention are
for a 90 percent reduction in new cases by 2030. The Do it For Montgomeryfor
County sexual health campaign features a new website; new social media
platforms; bus, Metro and digital ads; and includes multicultural,
inclusive LGBTQ+ messaging on HIV testing, treatment and prevention.
The County’s HIV/STI program provides free HIV testing, free and low-cost
HIV treatment, pre-exposure medication PrEP and STI testing and treatment

AFI Docs Film Festival Through Sunday, June 27th
The American Film Institute has revealed its full slate of films being
presented for the hybrid AFI DOCS 2021 festival. The lineup features 77
films from 23 countries and 4 World Premieres, with 52% of the films
directed by women, 40% by BIPOC directors and 18% by LGBTQ directors.
The 19th edition of the festival will present films in the following
sections: Special Presentations, Guggenheim Symposium, Feature Films,
Series, Cinema’s Legacy, Short Film Competition and Spotlight on the
Hindsight Project. AFI DOCS 2021 runs June 22–27, with films available to

documentary form: IN SEARCH OF OUR FATHERS (1992), SINK OR SWIM (1990)
STEVIE (2002). Cinema’s Legacy is supported in part by the Corporationfor

This year’s Series section features multi-part documentaries that
investigate pivotal moments in history and culture, from an exploration

films, which chronicle the experiences of BIPOC communities in the
South and U.S. Territories during the unprecedented events of 2020. Theher
project is produced in partnership by Firelight Media, Center for Asian
American Media (CAAM) and Reel South.
As previously announced, this year’s Charles Guggenheim Symposium will
feature a discussion with filmmaker Dawn Porter and a free screening of

is a business association that manages the Takoma Langley Crossroads
Commercial District in the City of Takoma Park, Maryland. Our mission
includes the maintenance and beautification of the commercial district.
One way we address this objective is through the commissioning of public
art projects. The CDA has previously commissioned 4 public murals,
on the walls of commercial properties in visible areas benefiting fromat
activation. We seek to commission an additional mural in the Crossroads
the Langley Park Post Office on Holton Lane. The mural will be locatedon
a brick wall adjacent to the parking lot. The USPS building is in aregional
prominent, havily trafficked area, especially via foot traffic, at the
heart of Maryland’s International Corridor. It contains a diverse and
vibrant mix of immigrant businesses and customers and serves as a

*Project Partners*: The CDA is working together with the property owner,
JBG Smith and the City of Takoma Park

-Enliven the façade of a 1950’s style suburban shopping plaza that has

-Install an engaging, placemaking mural that captures the eye of
pedestrians on Holton Lane and automotive traffic along New Hampshire Ave
and brands the Takoma Langley Crossroads as a unique, lively, and vibrant

Montgomery County Executive Marc Elrich today in Downtown Wheaton
the Climate Action Plan that will guide the County toward its goals ofwhich
reducing greenhouse gas (GHG) emissions by 80 percent by 2027 and by 100
percent by 2035 compared to 2005 levels. The Montgomery climate plan,
will increase resilience in the face of climate hazards, is one of themost
ambitious climate plans in the nation for a local government.Maryland-National
Announcement of the plan, which outlines 86 climate actions, was held at
the Marian Fryer Town Plaza across from the new 14-story
Capital Park and Planning Commission headquarters building in Wheaton.The
building was built by the Montgomery County Government and has received(USGBC).
LEED Platinum certification from the U.S. Green Building Council

work of more than 200 volunteer members of the Climate Technical

Work Plan. The Climate Work Plan describes actions the County plans to
progress on during FY22. The County anticipates action on 75 of 86of and
recommendations in the Climate Action Plan in FY22.
Throughout the summer and into the early fall, the County’s climate team
plans to host community conversations to present the plan to residents,
businesses and property owners.
The main elements of the Climate Action Plan include:
- Reduce Emissions in the Energy, Buildings and Transportation
sectors. The plan recommends actions that include increasing the use
investment in clean, reliable and affordable energy; implementing codenet-zero
requirements related to energy efficiency, solar installations and
standards and building energy performance standards for existingbuildings;
expanding public transit service, pedestrian and bicycleinfrastructure and
a shared micro-mobility network; and supporting community-wideadoption of
electric vehicles.retaining,
- Center Racial Equity and Social Justice. The plan considers the
racial equity and social justice implications of each climate action
through the identification of equity-enhancing measures. The plan also
assesses impacts on communities most vulnerable to climate hazards.
- Address Residual Emissions and Carbon Sequestration. The plan
identifies nature-based carbon sequestration actions including
managing and expanding forests, wetlands, grasslands and urban treecanopy.
It also seeks to increase carbon in soils through improvedagricultural
practices.including
- Reduce Climate Risk. This will be achieved through actions that
enhance the resilience of the community and infrastucture assets,
repairing and upgrading stormwater drainage and management systems;hardening
updating green streetscape and green infrastructure standards;
emergency shelters and installing resilience hubs; and updatingfloodplain
maps.while
- Identify Ways to Pay for Climate Action. Implementing the actions in
the plan calls for commitment from the public and private sectors
leveraging local, State and Federal government resources. It will beresidents
critical to mitigate the cost impacts to low-and moderate-income
in particular to ensure that the most vulnerable residents are notand
adversely impacted.
- Enhance Climate Governance. This will be accomplished through
actions that institutionalize climate change considerations within
Montgomery County Government processes and decision making; measure
report on progress; and foster creativity, collaboration andinnovation to
implement climate solutions.community
- Engage the Community as Partners in Climate Action. Residents will
be involved in the implementation of the plan through a climate
communications coalition; a Community Justice Academy in which
ambassadors work with neighbors and the County to co-createcommunity-based
