Happened to me about 3 months ago with a 2005 Prius on the 700 Gist block.
They don't need to jack it up.  Just slide under and remove.  Takes 2
minutes, apparently.

Posting for Nick and Tim.  Tim had his catalytic converter stolen last
night or night before parked on Baltimore Ave..  If you see a rock by your
wheel this seems to be the MO. They cut them out quickly and leave.  They
are targeting Toyota Prius.  Police said 2 stolen last night.
If you have a Prius, if possible park off the street, under light.
