Are you near Albany and Baltimore? Is the water clear? If the answer to both
is “ yes” it could be groundwater from the college construction. They have been
dewatering however I don’t know how effective their system is. Another
alternative is a leaking water supply line. Probably a plumber is the first
person I would call. You could also try WSSC to see if anything reported (like
loss of pressure) on your block.
