Just generally speaking, I had to arrange for one of my kids to have rabies
shots a while ago, more than a decade.
But this might be relevant still -- MD health department is the sole
provider of the shots and they are expensive -- $1,200 at the time. My
insurance company at the time said that the MD health department was 1)
outside of the network and so they would pay 80 percent and 2) the insurer
would only pay that 80 percent of "reasonable and customary," which they
defined as $400.
You can see the problem.
What I did not know at the time was that Maryland has an insurance
regulator AND that the MD attorney general would likely be interested in
such shenanigans. I learned that years later. So, if your insurer pulls a
nasty trick, please do complain to the relevant government agencies.

Yes, the assumption is that the raccoon has rabies. The woman is receiving
appropriate treatment and MoCo Animal Control was contacted immediately. AC
officers have been out looking for the raccoon.

Just a heads up - a woman was attacked by a raccoon today around the
intersection of Mississippi Avenue and Piney Branch Road. The raccoon came
out of the sewer and jumped on her in her yard, biting her hand. He was
last seen walking down Piney Branch Road toward Dale.
Keep an eye out and please call MoCo animal control if you see the culprit.
