I can find nothing about such a regulation. I see no reason why state
regulations would limit you. I did find comments on Maryland.gov web pages
about houses going completely solar (off grid). Perhaps the installer was
talking about limitations on net-metering?

to install a powerful hood that draws makeup air from the outside. I do not
use the stove without running the hood. Real-time NOx is not easy to
reliably measure but I use CO2 as a surrogate. If I get over 500 ppm above
background I add supplemental ventilation.
This is not a long term solution and we are gradually switching over to
electric as a strategy. Probably not a good idea to change out all one’s
appliances due to the solid waste problems that would create but if people
need a new stove, water heater or dryer that would be a great time to
switch. Hydronic heating is more problematic due to amperage requirements,
but may get more efficient in the future. Of course none of this matters
unless one uses 100% renewable electricity and make sure to check with a
licensed electrician to make sure your service can safely handle the new
appliances.
